the person they plagiarized from gets in trouble too. they should be the one to tell because if they don't they get in just as much trouble as the person who plagiarized. it counts as cheating if someone plagiarizes from you and you do not stop it from happening.
It's up to you–I would feel neither obligated to report it nor guilty about reporting it, though things get more complicated if it's a friend. That being said, if this is a consistent problem, it needs to be stopped and I think you would be doing nursing a service to report this person. If this person is A. dishonestly claiming others' work as their own and B. too lazy to do what they're supposed to in order to learn the material, how good a nurse is this dishonest, lazy and poorly trained graduate going to make? Are they going to cut corners when treating patients? Will they even be prepared to do their job?
If it's a first offense, you wouldn't be getting them kicked out; it would probably mean failing the class at most. Which might be just the lesson they need to actually do their own work.
